I also run in that problem, it happens for example if you choose "Deutsch" as installer language.

If I use "English" as language and then "Europe" as timezone region, I can choose a keyboard layout DE with variant de ... otherwise it seems to try to get layout DE without any variant.

So confimring the crash.
