Version 2.2.13-1ubuntu4 is the latest version that Ubuntu provides, so this should not be a problem for people installing through the Ubuntu repositories. Installation of software that does not come through Ubuntu is not supported. If you have installed gimp 2.3 from another source, remove it and re-install gimp through the package management system.
