I have the same error occurring when trying to decrypt a removable USB drive. Though the same machine is running on a LUKS+LVM encrypted system disk without having any issues at all.

The actual error is:
Unable to access "64 GB Encrypted"
Error unlocking /dev/sdb1: The function 'bd_crypto_luks_open_blob' called, but not implemented

I have also confirmed that the USB drive in question is able to be unencrypted and read successfully on my 16.04 machine.
