Well, I finally got this working!

sudo apt-get purge unity-tweak-tool
remove ppa if installed in repository
delete the contents of "var/cache/apt/archives/"
sudo apt-get update
sudo apt-get dist-upgrade
install unity-tweak-tool from Software Center
