Well,

I just started wine <exe-file> without running winecfg.
Now I started winecfg and setup default settings, and the setup tool of wrar was running just fine.

Dear Reporter,

please do an rm -Rvf ~/.wine and rerun winecfg first. after that start wine <exe-file>
