Download driver and --buildpkg for your dist.
From a directory with the package,
fglrx-updates- core_14. 201-0ubuntu2_ amd64.deb
1) make a place to unpack the package,
mkdir tmp
2) Unpack the package with two commands,
dpkg -x fglrx-updates- core_14. 201-0ubuntu2_ amd64.deb tmp
dpkg --control fglrx-updates- core_14. 201-0ubuntu2_ amd64.deb tmp/DEBIAN
