    - Pass CFLAGS to the upstream Makefile for DEB_BUILD_OPTIONS=noopt.
    - Let dh_strip handle DEB_BUILD_OPTIONS=nostrip.
  * debian/watch: Add.
  * Conforms to Standards version 3.6.2.
