Repacked this for lucid, and fixed a problem in the patch that made the UI freeze after showing and hiding the context menu for the user list.

xchat-gnome (1:0.26.1-1ubuntu2) lucid; urgency=low

  * Added debian/patches/20_userlist_panel.patch:
    - Option to make the user list always visible.
