Tried xilinx-bootgen (2022.1-1~20.04.1) test package[1] on ZCU102. The system can boot with boot1021.bin generated by xilinx-bootgen (2022.1-1~20.04.1).

$ ./usr/bin/bootgen -arch zynqmp -w -image /usr/share/xlnx-firmware/zcu102/zcu102_bootgen.bif -o ./boot1021.bin
