I have tried isotope's fix of adding to /usr/share/X11/xorg.conf.d/ a file named 20-intel.conf with the following:

Section "Device"
   Identifier "Intel Graphics"
   Driver "intel"
EndSection

The fix works for me: X now starts on boot with my two external monitors plugged in.
