My setup is the same as OP with resolutions 1280x1024 & 1600x1200, so a 1280x200xpx chunk is mouse losing territory.

As others have described:

- losing icons in dead area
- losing windows in dead area
- mouse does not stop at edge when expected

I have no technical knowledge of the exact problem but if the desktop manager can control full-screening of windows why can't the mouse area be bounded like this too. I find it astonishing that such a basic multi monitor bug has not been resolved for three years.
From a lot of posts I have read it seem that users are resigned to the fact this bug exists but that does not equal them not wanting it fixed.
