Can you please attach your /var/log/Xorg.0.log and the output of `xrandr --query`?

I tried reproducing this, but it seems to work on my system:

bryce@salisbury:~$ xrandr --output TV --set TV_FORMAT PAL
bryce@salisbury:~$

Would you mind re-testing this on Intrepid to see if it still occurs for you with the -intel 2.3.2 (or newer) driver?
