I tried the 2.3.1 drivers as well, and I agree that they don't fix this bug. The system worked fine a couple of times, but it froze about 5 times.
I also tried Fedora 9 live cd, which uses intel 2.2.1 drivers, and it works fine, with desktop effects both on and off. It seems there may be some software combination specific to Ubuntu that triggers this bug.
