Change logs for privbind source package in Artful

privbind (1.2-1.1) unstable; urgency=low


  * Non-maintainer upload.
  * debian/rules:
      - Move lines that copy config.sub and config.guess to before 
        ./configure and remove these files on clean target (Closes: #643257)
      - Empty the dependency_libs field in .la file.
  * debian/watch: remove unneeded comments.
  * debian/copyright: remove the ending 's' of "Upstream Author".
