* Bump API version to 12.3.
* Update debhelper compat level to 10.

* Remove debian/python-sip-doc.links, not needed with dh_sphinxdoc.

* Update descriptions of -dbg packages.

* Remove python*-sip-dbg.postinst files, they were only needed for

* Move sip-dbg to automatic dbgsym package (but not python*-sip-dbg).
* Drop Breaks/Replaces on versions that are not even in oldstable.
