Change logs for recode source package in Cosmic

recode (3.6-23) unstable; urgency=medium

  * Set manpage date to 2001-01 for reproducible build. Closes: #820457.
  * Do not build the program or run the tests for arch-indep builds.
  * Add Multi-Arch stanzas to all packages. Closes: #840024.
  * Split override_dh_installdocs into -arch and -indep.
  * Refresh all patches and rename them to *.patch.
  * Update config.guess and config.sub.
