Change logs for flip source package in Eoan

flip (1.20-4) unstable; urgency=medium

  * QA upload.
  * Rebuild for Debian Buster.
  * debian/control:
    + Orphan the package and set the maintainer to Debian
      QA Group.
    + Replace obsolete Priority: extra with Priority: optional.
    + Bump debhelper compat to v12.
    + Bump Standards-Version to 4.3.0.
    + Use "Rules-Requires-Root: no".
    + Update Vcs-* fields to use git packaging repo under Salsa
      Debian Group.
  * debian/dirs: Removed, not used anymore.
  * debian/postinst: Remove the executable bit.
  * debian/rules: Use "dh_missing --fail-missing".
