* Remove an abusive debconf note and turn the other one into an "error"

* Add an empty binary-arch rule to debian/rules. Closes: #395643
* Lintian fixes:
- Move the debhelper dependency to Build-Depends as it is required

- Add debconf-updatepo to the clean target to ensure up-to-date
