Change logs for pyspeex source package in Hardy

pyspeex (0.2-1ubuntu4) hardy; urgency=low

  * debian/control:
     - Bump Standards Version to 3.7.3.
     - Add Homepage field.
     - Modify Maintainer value to match the DebianMaintainerField
       specification.
  * debian/python-speex.docs:
     - Remove this file; it's not necessary to install README as it has
       no interesting information.
  * debian/copyright:
     - Add the complete GPL header and some minor formatting changes.
