 kernel interface in user-space applications and several support tools:
  * ppstest: PPSAPI interface tester
  * ppsldisc: setup correct RS232 line discipline
  * ppswatch: continuously print PPS timestamps
  * ppsctl: PPS device manager
  * ppsfind: find pps device by name
