Large Time-Frequency Toolbox (LTFAT) in Python

 The ltfatpy package is a partial Python port of the Large Time/Frequency
 Analysis Toolbox (LTFAT), a MATLAB®/Octave toolbox for working with
 time-frequency analysis and synthesis.
