* Merge from debian unstable. Remaining changes:
- Don't adopt debian/patches/no-canonical-support patch
- debian/control: Depends on software-properties-qt and kde-cli-tools.
- Keep Kubuntu VCS fields.
- Provide a compatibility symlink so Muon can still launch software-
properties.

* Switch from dhmk to the dh sequencer:
- invoke the dh sequencer using the kf5 addon

- switch the debhelper build dependency to debhelper-compat 13
- remove debian/compat
* Add Rules-Requires-Root: no.
* Bump Standards-Version to 4.5.0, no changes required.
* Update lintian overrides.
* Remove the empty dh_auto_test override, as there are no tests to run.
