  * New upstream release.
  * Do not load the doxygen logo from the Internet when viewing the
    documentation -- avoiding a privacy issue for the user.
  * Bump SV to 4.7.0 - no changes required.
  * Suggest pkgconf instead of pkg-config for the -dev package.
