* debian/clean: remove the two jquery minified js (if they are present, they
are symlink created in a past build)
* debian/sigil.1: document the SIGIL_DICTIONARIES and SIGIL_TRANSLATIONS
environment variables. Closes: #794067

* debian/rules: stop removing pcre, since the tarball actually miss it.
