this is also currently affecting dpkg, which cjwatson would like fixed, but it seems like a requeue --full would be disruptive because that would orphan existing branches based off the import?
How should we fix this? Essentially do a conceptual pull --overwrite into the importer, telling it to treat the lp revisions as definitive, and to forget its own records?
