How would this affect training?

Currently, empire mines consist two work cycles. If either fails, there is not training.

If a player has some wine/foodstuff production but not enought, typically the first cycle succeeds and 2nd fails. This leads to mine exhaustion without worker training.

If this change was implemented, training would be affected.
