In the latest release, there are consume-commands in lines 34 and 54 of widelands/tribes/empire/marblemine/conf.

In current trunk your findings can be true: consume-commands (34, 48 in my current snapshot) are executed only if corresponding wares are needed. Both steps produce four stones, so in your test half of the program was most likely skipped.
