Here's another saved game where soldiers are stuck. In this one soldiers can be seen walking "through" others so that fix seems to work. Eventually, after a few minutes I get a console message "TrainingSite::drop_stalled_soldiers: Kicking somebody out."
"Forcing flag at (6, 17)"
And, a few seconds later, the situation is resolved.
