Although I don't consider 'compileall' a valid use case, I have addressed
this issue by:

- Removing the long-deprecated 'zope.configuration.stxdocs' script.

- Updating 'zope.configuration.tests.conditions' (used only in running
  Sphinx doctest snippets) to add Py3k compatibility.
