PPA description

Backport for jammy-yoga of patch available at https://review.opendev.org/c/openstack/nova/+/889137

This needs to be installed in nova-cloud-controller and nova-compute units, otherwise the marshaling/marshaling may fail.

Caveats: the patch available in this PPA does NOT increases the object microversion even it should, it's meant to be used for testing purposes.
