Stable release Chromium for Ubuntu with VA-API

PPA description

Stable release Chromium based on packaging from https://launchpad.net/~saiarcot895/+archive/ubuntu/chromium-beta
with VA-API (including VA-API over VDPAU on Nvidia GPUs) and working API keys for Ubuntu 20.04.

=========================== HOW-TO ===================================

To add this repository on Ubuntu 20.04 run:

1. sudo add-apt-repository ppa:mikhailnov/chromium
2. sudo nano /etc/apt/preferences.d/50-chromium-mikhailnov
and insert the following text:

Package: chromium-browser* chromium-codecs*
Pin: release o=LP-PPA-mikhailnov-chromium
Pin-Priority: 1001

Press Ctrl+O, Ctrl+X to save the file and exit from the editor.

3. sudo apt install chromium-browser chromium-codecs-ffmpeg-extra chromium-browser-l10n

4. run "apt policy chromium-browser" and make sure that it has been installed from this PPA

== Hardware Video Decoding ==

To enable hardware video decoding, enable
chrome://flags/#enable-accelerated-video-decode
and restart the browser.

=== Widevine Support ===

The packages in this PPA have support for Widevine inside Chromium enabled. However, you still need to copy some files from Chrome into Chromium for you to use Netflix (or other websites using Encrypted Media Extensions) in Chromium.

1. Download and install Chrome (or extract the necessary files, if you know how to do that).
2. From the Chrome installation directory (probably /opt/google/chome or something similar), copy libwidevinecdm.so into ~/.config/chromium.
3. Restart Chromium.

API keys from the Ubuntu package are used for now (I am not sure that it is a good idea).

I do not guarantee that I will support this PPA for a long time and do not guarantee quick updates, including fixes of security vulnerabilities.
But I do not want to use Chromium from snap.
