PPA description

On this package sarg source are not differant than the original on lucid.

 - the cron system is differant to work by default
 - ** the /etc/logrotate.d/squid are modified to make logrotate monthly

**At this time you must change /etc/logrotate.d/squid yoursel , change daily to monthly, and remove brokent prerotate sarg-report line
