PPA description

libeccodes is only available since ubuntu bionic, so I backported it to xenial, just in case someone is interested.

You can update your system with unsupported packages from this untrusted PPA by adding ppa:rapto/backport-libeccodes to your system's Software Sources. (Read about installing) 

sudo add-apt-repository ppa:rapto/backport-libeccodes
sudo apt update
