Ratification of the 2017 leadership document amendment

In our first meeting of the year, we came together in IRC to decide what to do about flagging participation and the failure to attract enough volunteers to lead the Ubuntu California team on a 3-person leadership council.

It was the consensus that between the limited role of leadership and dropping levels of active participation that a leadership council is no longer appropriate for our team, and Nathan Haines put together a new proposal that softens the language around a firm 3-person leadership council, allowing for an individual or small team to instead assume the leadership role.

The new document is available at: https://wiki.ubuntu.com/NathanHaines/CaliforniaLeadershipDocument and a full diff of the changes between the current document and proposed amendment is here: https://wiki.ubuntu.com/NathanHaines/CaliforniaLeadershipDocument?action=diff&rev2=2&rev1=1
