zenity is required to run im-switch GUI, but zenity is not installed by default

Bug Description

When installing Ubuntu into Chinese (perhaps all CJK?) locales, im-switch is installed as a menu item by default. It requires zenity package to run, but zenity is not installed by default! This leave average users a strange place where the im-switch menu item can't run for no reason.
