[UIFe] Upload new version of xubuntu-artwork to Raring

Bug Description

We will need a new new version of xubuntu-artwork uploaded in Raring. This adds one missing icon and adds a new default wallpaper.

It's late in the cycle and the wallpaper is a big thing to change, but I will take care of any possible, but very unlikely, regressions in documentation or elsewhere.

If you've checked and are confident that the work of the Ubuntu docs team (ask them if you're unsure) won't be affected by this change or that they are happy with it then it's fine from the release team's POV.

    - add missing preferences-desktop-locale-symbolic icon.
  * usr/share/xfce4/backdrops/xubuntu-raring.png: added, new wallpaper.
    Update the symlink to let xubuntu-default-settings/ubiquity/etc. use
    it by default.
