Launching an app from launcher should be disabled when intro is running

Bug Description
When the intro is running the launcher is fully functional and the user can launch an application while the phone is not ready. If an application is launched at this stage, there is no way to end the intro or close the application.
TEST CASE
1. flash a phone
2. On the intro go to the step where it asks to do a left edge swipe
3. With your right thumb, do a left edge swipe until the launcher reveals and keep your finger in this position
4. With a finger of the left hand, press one (or several) applications on the launcher
ACTUAL RESULT
Applications are launched above the intro. There is no way to proceed further because the launcher won't reveal again, the application cannot be closed and the intro cannot be ended.
EXPECTED RESULT
User cannot launch an application in intro mode.

confirmed with build 83. Setting to high because even if it is a corner case, in this situation the only solution is to reboot the phone.
