Bug Description

Using unity is current trusty:

- log into an unity session, open some softwares
- move the mouse pointer over the launcher icon to display a launcher tooltip
- use alt-tab to cycle between those open softwares

-> the background flickers when cycling through entries

Looks like the overall region is getting shown before it adjusts to paint the nice overlay boarder. Interesting that only the tooltip reproduces this issue. Been trying to reproduce this for a while now...

  * When the lockscreen is locked, force paint it on top. This isn't the
    perfect fix, but it a lot safer of a fix. (LP: #1291571)
  * When we are about to LockScreen(). Hide the Dash/Hud if an overlay
