[UIFe] Add minimize and maximize to GtkHeaderbars

Bug Description

As more apps transition to GtkHeaderbars, they feel out of place in Xfce. This is partly because the default setting is for only the close button to be displayed.

By changing this setting, minimize and maximize are added to GtkHeaderbars:

/etc/xdg/xdg-xubuntu/xfce4/xfconf/xfce-perchannel-xml/xsettings.xml
<channel name="xsettings" version="1.0">
  <property name="Gtk" type="empty">
    <property name="DecorationLayout" type="string" value="menu:minimize,maximize,close"/>
  </property>
</channel>

This change does not affect any existing documentation, translations, or artwork.
