[Procedures]
1.make a conference call
2.in calling interface click the mute button

[Expect results]
the conference call will be mute
[Actual results]
the mute button does not respond and audio is still heard by others on the call

I am unable to reproduce the issue.
Can you provide the exact steps to create the conference?
Did you receive both calls and merged them? Or did you receive one, made another one and then merged them?

Please, also grab the log before tapping the mute button with the following command as phablet:

dbus-monitor > mute.log

note that I am in a conference call, but the mute button is grey out so I cant actually use it to mute

Thanks for the screenshot. It looks like the call is in voicemail mode, so the keypad and mute button are intentionally disabled.
There is a bug in telephony-service that could set conferences as voicemail calls when the voicemail number isn't provided by the sim card, which explains the problem.

I'm still seeing this bug on krillin with the fix. Here is the scenario I am testing:

1) call ubuntu phone from phone 1
2) call ubuntu phone from phone 2
3) merge the calls on ubuntu phone
4) verify audio is heard on phone 1 and phone 2
5) mute ubuntu phone
6) no audio heard on phone 1, but audio heard on phone 2
7) muting phone 1 causes no audio to be heard on phone 2

The mute button is properly enabled disabled when pressing it. Seeing this in .cache/upstart/dbus.log | grep Pulse when toggling the mute button:
Setting PulseAudio source 'source.primary' muted '0'
Setting PulseAudio source 'source.primary' muted '1'
