Fixing this bug would mean using the normal codecs package on the desktop while not regressing on the application compilation support nor the autopkgtests.

One thing not tried yet is to change also Replaces: lines to be arch specific. It's just a guess, though, as the situation autopkgtests get into seem complex for apt.
