Bug Description
When booting the 15.04 i386 server ISO in a VM, I used F4 at the boot menu to select a different keyboard layout (dvorak) than the default. Booting to the installer, the keyboard is still set to en_US. Attempting to select 'Configure keyboard' from the d-i main menu does not let me switch it to dvorak.

I've investigated this, "just" needs a rebuild of d-i with kdb-udeb; so that setupcon can run successfully (missing loadkeys). Will upload the fix in W; SRU to Vivid for the mini.iso afterwards.
