The issue is that /usr/sbin/guest-account uses "set -e" and calls prefs.sh which has this code since r2216

"[ -f ${site_gs}/prefs.sh ] && . ${site_gs}/prefs.sh"

or that lines returns an error if the prefs.sh is missing and makes the guest setup fail, attach branch fixes the issue

This bug was fixed in the package lightdm - 1.17.1-0ubuntu2

    - don't error out if there is no prefs.sh configuration,
      should fix the guest session not starting in xenial (lp: #1515704)
