Please sync setuptools-scm 1.10.1-2 (main) from Debian unstable (main)
Explanation of the Ubuntu delta and why it can be dropped:
* Correct dependency for python3-
instead of ${python:Depends}).
* Drop build-dependency on mercurial (it is in universe) and disable
mercurial test.

No, that's not fixed in Debian (and shouldn't be). I have uploaded a merge now.
