Bug Description
Run a fresh xenial amd64 cloud image, install lxd, and then purge lxd or just do "sudo systemctl stop lxd-containers". This hangs for a long time on

and eventually fails:

This affects both 2.0.0~rc8-0ubuntu2 and the brand new 2.0.0~rc8-0ubuntu3 in xenial.

lxd (2.0.0~
* Update dependencies:
- Depend on dnsmasq-base for lxd-bridge
- Depend on iptables for lxd-bridge
- Drop dependency on python3 (lxd-images is no more)
- Drop dependency on gnupg (lxd-images is no more)
* Recommend "lxd init" at installation time rather than dpkg-reconfigure.
