Bug Description

Also cpp-doc was found in a "bad state" after/while upgrade from 1404 to 16.04.01.
Removing also fails (apt-get remove gcc-doc cpp-doc).

I had kernel from wily installed (4.2.x) in case that is important.

The upgrade partially worked, now runs 4.4 kerenll and all gnome apps use the new versions.
Only all apt-get stuff fails with the above error.

This was attempt to remove them with synaptic.:
"E: cpp-doc: package is in a very bad inconsistent state; you should reinstall it before attempting a removal
E: gcc-doc: package is in a very bad inconsistent state; you should reinstall it before attempting a removal"

And trying to upgrade:
E: /var/cache/apt/archives/cpp-doc_4%3a5.3.1-1ubuntu1_amd64.deb: there is no script in the new version of the package - giving up

Prevents upgrading of any oterh packages as apt tries to deal with this then fails.
