The verification of the Stable Release Update for debootstrap has completed successfully and the package has now been released to -updates. Subsequently, the Ubuntu Stable Release Updates Team is being unsubscribed and will not receive messages about this bug report. In the event that you encounter a regression using the package from -updates please report a new bug using ubuntu-bug and tag the bug report regression-update so we can easily find any regressions.

Adding to comment #9, I tried to look at the content of "base-passwd" and here's what I found:

$ dpkg-deb -W ./base-passwd_3.5.44_amd64.deb
dpkg-deb: error: archive './base-passwd_3.5.44_amd64.deb' has premature member 'control.tar.xz' before 'control.tar.gz', giving up

This might be the root cause of the problem.

Adding to comment #12, I created bug #1730627 where the problem of not accepting the file name 'control.tar.xz' is being tracked. A possible fix is included.

The fix for this bug has been awaiting testing feedback in the -proposed repository for trusty for more than 90 days. Please test this fix and update the bug appropriately with the results. In the event that the fix for this bug is still not verified 15 days from now, the package will be removed from the -proposed repository.

Works as expected in trusty.

The base defect/bug #1730627 has been fixed only recently and hence no chance to progress this bug existed before.

The package in trusty-proposed should not be removed.

This bug was fixed in the package debootstrap - 1.0.59ubuntu0.9
