Drop libpam-cracklib from gce-compute-image-packages Recommends

Bug Description

The GCE image build process currently installs gce-compute-image-packages (amongst others) with --no-install-recommends. We would like to be able to install Recommends, but including libpam-cracklib on the image would represent a substantial change in behaviour for users.

I committed the change to only Suggest libpam-cracklib, it will be part of the next upload.
If the fix becomes urgent feel free to ping me to release it without collecting further changes.

  * Suggest libpam-cracklib instead of recommending it
    libpam-cracklib was not installed on cloud images before due to using
    --no-install-recommends when installing gce-compute-image-packages, but this
    state could have been surprising for users. (LP: #1741989)
  * New upstream version 20180129+dfsg1 (LP: #1746588)
    - Close socket connections when requesting metadata.
    - Change the OS Login uid restriction to allow uid 1000.
    - Improve hostname setting, including restarting rsyslog

  [ Zach Marano from Google Cloud Team ]
  * Update symlink to shared library with updated revision
  * Depend on rsyslog
  * Force IPv4 for Debian apt configs

Trusty, Xenial and Artful packages have been verified.

All automated tests pass for these suites using images built from proposed.

Images are available for testing:

* Trusty: "daily-ubuntu-gcip-sru-1404-trusty-v20180201" in project "ubuntu-os-cloud-devel"
* Xenial: "daily-ubuntu-gcip-sru-1604-xenial-v20180205" in project "ubuntu-os-cloud-devel"
* Artful: "daily-ubuntu-gcip-sru-1710-artful-v20180126" in project "ubuntu-os-cloud-devel"

The verification of the Stable Release Update for gce-compute-image-packages has completed successfully and the package has now been released to -updates. Subsequently, the Ubuntu Stable Release Updates Team is being unsubscribed and will not receive messages about this bug report. In the event that you encounter a regression using the package from -updates please report a new bug using ubuntu-bug and tag the bug report regression-update so we can easily find any regressions.
