Random localization issues probably due to build parallelization

Bug Description

Currently (bionic mate-menus=1.20.0-0ubuntu1), the Applications > Internet menu is not localized in the 32bit build,
and yet it's properly localized in the 64bit build.

One can easily verify that by checking this file in the generated .debs:
/usr/share/mate/desktop-directories/mate-network.directory

It contains a lot of translated lines in 64bit, but only 5 lines in 32bit.

After talking in #ubuntu-devel about it, it was suggested that it's probably a problem in mate-menus itself, i.e. that it doesn't handle build-parallelization properly.
And in that case, it should specify that its localization shouldn't be parallelized.
