update-boinc-applinks still needed? if so, python3 please

I can't tell if the script - update-boinc-applinks is still useful/needed. Per the man page it was written only for Debian BOINC.

AFAICT today it checks for this directory: /usr/share/boinc-apps/info/, which doesn't exist when boinc is installed, and then exits.

From what I can see it's the only python use in boinc-client/manager so by itself is causing it to bring in python2 (which is longer installed by default in Ubuntu).
